We see no evidence that building more housing is lowering costs and we see a lot of empty housing in California cities. This leads us to ask, “Who is the housing being built for and why is no one living in it? Might they be building the wrong kind of housing for the market they are targeting?

But the movement to kill zoning might be promising more than it can deliver.
